Both do for residential proxies. Since July 2026 Bright Data requires a registered company, a corporate email and a human-reviewed check for new residential access; Oxylabs asks every customer to complete a KYC questionnaire.
Bright Data claims the larger residential network. Both are among the largest published pools; neither figure can be verified independently.
Neither is generous: Bright Data's agreement says subscription fees are non-refundable, and Oxylabs doesn't refund self-service purchases.
