The short answer

ISP proxies (also called static residential proxies) use IP addresses registered to consumer internet providers but hosted on datacenter servers, so they look residential while running at datacenter speed — and they don't rotate. Residential proxies route through real home connections and usually rotate. Pick ISP proxies for long-lived identities and speed; residential for breadth, rotation and city-level targeting.

What makes an ISP proxy different

An ISP proxy's address is registered to a consumer internet provider — so a website's lookup says "ISP", not "hosting" — but the machine behind it is a server in a datacenter with a fast, stable line. You rent specific addresses, usually by the month, and they stay yours for the whole term.

A residential proxy, by contrast, borrows real household connections from a large pool. You don't own a particular address; you get whichever exit matches your targeting, rotating as often as you ask.

When to choose ISP proxies

  • One account per identity, held for weeks — social, marketplace or ad accounts.
  • Sneaker and retail checkouts where a fast, consistent IP matters.
  • Services that allow-list fixed IPs.
  • Heavy traffic on a few addresses: per-IP billing doesn't grow with gigabytes.

SerpProxies static ISP IPs are virgin — never used before they're assigned to you — never rotate, and are rented for 1, 7, 30, 90 or 180 days, with the per-IP price falling as you buy more.

When to choose rotating residential

  • Scraping many pages across many sites, where each request should look like a different visitor.
  • Local data from specific cities — rankings, prices, ads.
  • Targets that rate-limit per IP, where spreading load is the point.

SerpProxies residential covers 50M+ consented IPs in 195+ countries, with country, state, city and ASN targeting and rotating or sticky sessions on every plan.

ISP Proxies vs Residential Proxies: questions

Their IP addresses are registered to consumer ISPs, so websites see them as residential. Physically they run in datacenters, which is why they're fast and don't rotate.

For a fixed, fast identity, yes. For breadth, rotation and city-level targeting, rotating residential is better. Many teams use both: ISP for accounts, residential for data collection.

Per IP for a rental term, usually a month, with bandwidth often unmetered. Residential proxies are usually priced per GB of traffic.
