The short answer

A rotating proxy gives you a new IP address automatically — on every request, or after a set time — so a large job is spread across many addresses. A static proxy keeps the same IP for as long as you rent it. Rotate for broad, stateless work like scraping; stay static for logins, accounts and anything a site expects to come from one consistent visitor.

Sticky sessions are where most real-world jobs live: a scraper that has to add to basket, choose a delivery address and read the final price needs one identity for a few minutes, not for a month. ## Why rotation helps

A rotating proxy set to hold the same IP for a fixed time — say 10 or 60 minutes — before rotating. It gives you continuity for a multi-step task without renting a static IP.
